I don't think that's true for all of them.  IIRC, IGNORE_DEVICE was created
because there was a device that looked like a CD-ROM only, then when
"ejected" in a manner which we couldn't make work from userspace,
re-enumerated as a wireless device.

In other words, the cd-rom emulation didn't work with linux, and we
couldn't figure out why.

In this case, the cd-rom emulation DOES work.
