to check the whole disk (and not only the parts
that are in usage at the time) and also it's the
only way to update some SMART attributes.
(These are labeled as "Offline" in column "UPDATED"
in attributes section of the ATA report, see here:

In short to be sure that the report
reflects the current state of the device.

I recommend to read the man page of smartctl.
