The self-test is done by the disk firmware which does not know anything about the NTFS bad cluster list. The self-test will always stop at this sector unless sector reallocation is forced by a manual overwrite. I usually first try to read such a sector with "many retries" using GNU ddrescue (also available for Cygwin).
