I occasionally have seen this behavior in the past: Pending sector count 
 > 0 but no actual bad sectors found. After overwriting the whole disk, 
pending sector count is 0.

No. Unlike SCSI/SAS, ATA/SATA standards do not specify a command to read 
a block list.
