[WBEL-devel] One more issue with Respin 1

One more issue that I didn't have time to fix.  Upgrades need the
upgradeany option.  My python skills just aren't up to figuring out why
the normal codepath doesn't work and I didn't find it until too late to
put out a request.  But if someone sees the problem before the next respin
it would be nice to get fixed.

So it will just have to go onto the known issues list for now.
