Could you please try this one:

That is my current snapshot of 2.6-wolk2.4. Apply ontop of 2.6.4 vanilla.

I had similar issues with kmail from KDE 3.2 in previous WOLKs but this works 
fine for me now, even using complete KDE 3.2, not just WindowMaker and kmail 
like I did before. KDE 3.2 startup time is 6 seconds for me now.

Hmm, I see, you already tried 2.6-wolk2.4-pre3. Hmmmmm *shrug*. Could you 
please try latest -mm tree and see if it occurs there too?

BTW1: Is there any reason why you disabled: Enable 16-bit UID system calls?

BTW2: Just curious: Could you please try with disabled skas support? (Special 
Options -> proc/mm support)

BTW3: Maybe a strace would help when starting KDE and/or telnet to your smtpd.
