Autostart entry disabled by default

Hi everyone. How does one install a system level autostart entry that is disabled by default, but is visible and enableable on user level? The spec states that "Hidden=True" can not be overridden, so it can not be used in this case. Should something like "OnlyShowIn=nonexistent" behave the same way?
