I think it would be pretty difficult to argue a package manager doesn't 
meet that criteria. Your best hope is maybe claiming that packages in an 
official repository are "first party", since the distribution builds 
them. However, it would definitely apply to things like Flatpak, Snap, 
etc. not to mention any website where you can download linux binaries from.

That change doesn't necessarily have to be automatic. It could be the 
parent's responsibility to update the age category... if they so desire. 
In fact automatically updating the age category could leak information 
about the user. If you were in the under 13 age category yesterday, but 
in the 13-16 age category today, then an application can know when your 
birthday was.
