tikiwiki re-organization

I've done another round of re-orgs on the tikiwiki for docs and developme=
nt. =20
This is the way it looks now.

wiki Home Page
  -ProjectHelpWanted
  -ProjectManagement
     -Active Projects
     -Proposed Projects
     -(openlean project managemnent methodology could go here)
  -ZynotDevelopment
     -SVN Install Guide
     -SVN Tutorial
     -Developer Policies
     -(your development topic here, directory, coding standards, etc)
  -ZynotDocs
     -(will get re-orged later this week)

I made decisions on whether a project was "Active" or "Proposed" based on=
 two=20
critieria: 1) Was there a task/milestone for the project in bugzilla? 2) =
Had=20
I seen activity on the project in IRC?
 =20
If your project is in the wrong category, you may be able to move it.  If=
 you=20
can't move it, please create a bug in bugzilla in the Documentation produ=
ct,=20
TikiWiki content component.   If you know there is content on the old wik=
i=20
that still needs to get migrated, please create a bug. =20

The driving force behind this reorganization is to support the openlean=20
development method.  The documentation product will start migrating it's=20
projects to this method during the next two weeks. =20
