Policy, not mechanism... Although this rigidity is usually advised
against. Alternatively, this could be done on the distribution end, by
not distributing XBuilds that don't qualify.

Interesting idea. Perhaps the regression suite can get its own key...
However, it is up to the user how much bonus to give to each signed
vote. We could give them a default policy, but they should be able to
define their own policy.

Also, I am concerned about the size of the votes file. A cryptographic
signature is about 100 bytes in size, and that's excluding the headers
GPG likes to add. It might not be feasible to distribute the votes
file uncompressed.
