ELI mode-specificity broken?

we learn that ACL-related menu items "are now mode-specific in Emacs". 
This works for me when I'm in Text Fill (the ACL menus get turned off), 
but it doesn't work for me when I'm in SQLi:run (e.g., via M-x 
sql-mysql) -- the ACL menus remain on. Is this a bug?
