GIF image handling?

I need to load a GIF image into a window and
then overlay it with some circles and arrows
and maybe some text.  Is this possible in ACL?

It would be nice if it was then possible to write 
the resulting image out to a new GIF file.

It would be even nicer if all the processing could
also be done without opening a window.

I'm using the ACL 6.2 trial edition on Windows.
