eli on windows

I am interested in trying the eli interface under windows...  When I
do the following--straight from the docs--it returns true, but no file
appears to be created.

  (excl:start-emacs-lisp-interface t 1 7666 "~/.eli-startup")
  => T

And to valideate where I think the file is going: 

  (parse-namestring "~/.eli-startup")
  => #p"C:\\.eli-startup"

Any ideas?
