It's a know issue in the current version of asdf. It'll be fixed.

Yes, by adding the rt component, you worked around the asdf issue.
I'm confused what you mean by 'nothing ran'. By using 'require' you
compiled and loaded the library. But, there is no program to 'run' as
such. cl-db-sockets is a library of functions to be called from your
own program.
If you want to run the included tests, take a look at the functions in
the file tests.lisp.
