cclan-list change of policy

hei,

I've noticed a gradual increase in spam for the list, both spam that 
makes it through the filters and spam that hits the filters.  To
reduce the severity of the problem I suggest changing policy of the
list to 'only list-subcribers may post'.  If the list should at any point
need this to change back it will not be a big problem to do.  The 
current policy was there to allow discussions to be crossposted with
relevant other lists, but that doesn't happen very often.

To give people the chance to voice their opinion, I'll not change 
the posting policy in a few days.
