Experimental new asdf version and cvs tagging scheme

This is a heads-up to asdf users: as from 1.28, the HEAD release is no
longer guaranteed to be the `stable' version.  If you want the stable
version, there is a new tag RELEASE: you can get this by doing "cvs up
-r RELEASE" instead of just "cvs up".  The stable version is hoped to
be the same thing as the HEAD most of the time, but right now it's
not.

Some minimal standard of workingness will continue to be applied to
the HEAD in that it is still expected to pass tests etc before
checkin, but if you have big systems that depend on asdf working, you
may be safer with the RELEASE

Now then.  There were some nasty inefficiences in the 1.27 and earlier
revisions of asdf that manifested themselves as very slow operation on
large systems that had minimal or no changes: I'm indebted to Stig
Sandoe for bringing them to my attention - and his project langband
for being a system that exhibits these problems that I can get the
source to.

The fix is about two lines, and so obvious (once the problem was
identified) that I'm worried there might be some reason for not having
done it that way originally.  It passes the tests, for what that's
worth.  It also builds langband (and rebuilds are substantially
faster, I might add).  It works as far as I can find, in fact, but I'd
love to hear from you if it doesn't work on your systems.  Remember,
if you have the time to test it, you now also have the wherewithal to
easily back it out :-)

The HEAD version now also has some more compiler warning cleanups, for
