Despite being in general no great fan of #+ in supposedly portable
code, I think I like the intent of this one.  I have some reservation
about the wisdom or otherwise of reevaluating defsystem forms without
reloading the complete file, but can't offhand remember why, and it
might very well be for exactly this reason: viz. that *load-pathname*
is not available so components will otherwise end up with the wrong
directories.  If we can fix this for MCL, that's probably a good
thing.
