I forget, but does asdf not itself define a scratch package for
reading into?  This doesn't cater for interactive redefinition, but it
does have certain other desireable properties, I guess.

Mind you, it would appear that said package is never deleted,
so...  maybe that's not so good after all. :-) (Dan, are you
listening?)
