Ooops! I had thought I replied to both of Alan's patches, but it seems I 
didn't. Summary: OK-FOR-ME for :weakly-depends, 
I-WONDER-IF-THIS-IS-REALLY-A-GOOD-IDEA for *features* frobbing.

so that (REQUIRE :SYSTEM-IN-DEVELOPMENT) still does the right thing
when REQUIRE hooks into ASDF and parts of the S-I-D has been edited,
unless the :PROVIDE option has been used.

...but I could live with this too, and I don't see :ASDF-<SYSTEMNAME> as a 
real problem, though I do think that frobbing *features* should be done 
explicitly by each system.

In one of the source-files is not exactly rocket science. ...maybe I'm 
missing the point of :asdf-<systemname>: some actual use-cases for this 
would be good here, just as discussion points.
