If someone has real authority, then it is Daniel Barlow as the
original author. Mainly ASDF is maintained on a loose consensus these
days.

Since a fair number of systems depend on ASDF, the work tends to be
pretty conservative, though.

Anyone with commit privileges (including yours truly) can apply
patches. I'll wait a bit to see if anyone else has something to say
before commiting this + some more documentation.
