on adding command line argument handling to ASDF

The discussion regarding environment variables brings up another item  
for possible inclusion into ASDF: command line argument handling. If  
ASDF had this, then my particular problem would be even easier to  
solve. I think that this would be a very sensible thing to have...  
I'll even volunteer to write it for a bunch of Lisps!
