load-compiled-only operation

Summarizing our discussion on IRC:

Proposed operation: load-compiled-only

Proposed conditions:
  unable-to-load-compiled
  unable-to-load-compiled-not-exist (unable-to-load-compiled)
  unable-to-load-compiled-out-dated (unable-to-load-compiled)

This operation loads each compiled file for a component.

Exceptions:
  - If a binary component does not exist the condition unable-to-load-compiled-not-exist
    will be signaled. 

  - If both the source file and binary components exists, and if the
    file-write-date of the binary is earlier than the source, then the
    condition unable-to-load-compiled-out-dated will be signaled
