Could there be a way to disable LOAD-PREFERENCES?

Hi, Could there be a simple way to disable the preference loading machinery in ASDF? I don't care much about the interface (a special variable, an initarg to OPERATE, etc.), but IMO it's important to be able to use ASDF to build things in an environment that's free from user customizations. Here's the specific problem: SBCL uses ASDF as part of its build process, and so if a user has things at ~/.asdf, then preference loading can either fail or pull in user customizations that can break SBCL's building or self-testing.
