I don't see how that propagates initargs from one call to OPERATE to
an inferior call to OPERATE in some file in a system.  Again, I want
to be able to say something like

(asdf:operate 'asdf:load-op "sb-posix" :load-preferences nil)

and have all preference loading be disabled for the dynamic contour of
that OPERATE call.

Am I missing something?
