Hmmm, which suppositions do you not subscribe to?

I agree that this is vital. Although I may be more willing to tighten  
loose specifications even if that causes some breakage in systems that  
are more "extravagent". I.e., if a system depends on some looseness in  
ASDF then I think it's OK if that system breaks as long as (a). the  
change in ASDF is actually of benefit and not just change for change's  
sake and (b). the system can be easily fixed and/or ASDF can be in run  
in compatibility mode...
