Historically, the relationship was that the original author of ASDF
(i.e. me) was also an SBCL developer, and when designing a contrib
system for SBCL decided that the easiest/most sensible route would be
to bundle a copy of asdf with it rather than reinventing the wheel.

There was never an intention to have SBCL-specific code in ASDF, with
the single exception of the bit at the bottom to hook it into the
REQUIRE/PROVIDE mechanism.

I don't know whether the two projects have converged/diverged since I
stepped down, but that's how it used to be.
