CL-HTTP Hosting Update

As previous noted, we had some disk crashes and other joys resulting from the move of the new CSAIL lab into the new building.

Now, the AI lab computers on which we hosted the web pages, mailing lists, and ftp site are being decommissioned in favor of new CSAIL alternatives.

As a result, we will need to reconstitute the entire CL-HTTP infrastructure, and this raises the choice of where that should take place.

The default idea is to move everything to the CSAIL alternatives during July and early August.

If people have some other or better ideas, please speak up.
