Dear Mark, We do have a tool that encompasses the functionality you describe (creating web images that include hot spots with URLs that you can click on - image maps). The tool is called Deep Navel and it was built using MCL (Macintosh Common Lisp). We use the image map generation to automatically create web sites with 2-level navigation bars (using a variety of themes) from a folder structure. You can experience this if you download the trial version of Deep Navel from http://www.deepnav.com The functionality is part of a (non-open source) commercial product, but please contact us if you are interested in exploring it further.
