Port template update

Hello John,

I updated the port template to work with ecl and sbcl. Now works with 
allegro, clisp, ecl, lispworks, & sbcl.

I had some trouble with the (declare (values <variables> )) used in 
the codebase. In sbcl (declare (values )) is used to define the 
return type and this is checked at run-time with conseravtive optimise setting.

What is the semantic of (declare (values ..)) on genera?
