How to generate the same response to any url that matches a prefix

Has anyone got an example of how to grab all requests that match a particular prefix? What I want to do is to redirect any request to a server to a page that informs the public that our backend systems are performing an upgrade. Right now I have unexported all urls and redefined the 404 message, which seems rather crude.
