Emacs has a good ChangeLog mode.
basically, if you use clisp/emacs/d-mode.el and type M-x
add-change-log-entry RET, Emacs should DTRT.

Sure, you can talk to them :-)
I think they are doing pretty much what you are doing - fixing up for a
release, merging in various patches &c &c
