During usual development:
- You need to think only about ChangeLog and NEWS.
- The hg log message is just a copy of the one-line summary of the ChangeLog
  entry; nothing that costs you brain cycles.
- The history.xml you don't need to think about, since - as you say - it's
  updated only at release time.

By the way, I find it marvellous how you have kept the NEWS file up-to-date.
