Yep, I imagine a bunch of make-distrib-<platform>.lisp files,
and something like this in init.lisp:

#+win32 (load "make-distrib-win32")
#+macos (load "make-distrib-macos")
...
#-(or win32 macos ...)
(defun make-distrib (name)
  (saveinitmem name :executable t))
