no more need for --enable-portability

Hi all,

When building clisp, you don't need to pass the option --enable-portability
any more.

I introduced this option before the 2.49.50 prerelease, in order to avoid risky
options. The notion which options are risky is now defined in makemake.in and
(to a small extent) lispbibl.d, and the risky options are no longer enabled by
default.

The only use of --enable-portability is now if you are on a platform where
some optimization options have been found to be not risky and you want to
avoid them _nevertheless_.
