  * When compiling a package, first compile it sub-systems!
    A rather critical bug that breaks a lot of packages!
    The problem is like this: we need to recompile package A.
    So we mkdir and chown /usr/lib/common-lisp/<impl>/A
    Then we become nobody. But system A :depends-on B.
    B is not compiled yet, so we need to recompile it.
    So we try to mkdir /usr/lib/common-lisp/<impl>/B _as
    nobody_. Oeps. (example: cmucl-clm depends-on cmucl-clx)

    To solve this we introduct the cl-builder user that owns all
    the files.
