defsystem vs cmucl

In the mk defsystem 3.x, there are lots of read conditionals using
:cmu17, :cmu18, etc.  I guess there are also a few places that is
intended to support versions of cmu older than cmu 17.

Do we really care about these anymore?  Does anyone run anything older
than cmu17?  

The reason I ask is that when cmucl 19a is release, defsystem will
break because cmu18 won't be a feature anymore.  So if no one cares
about pre cmu17 versions, I propose we just conditionalize on cmu.
That should work for cmu17 and later.
