Summary: REQUIRE redefinition and Allegro

Initial Comment:
At least on Allegro CL >= 6.2 on Linux, the
redefinition of REQUIRE can get us into problems in
connection with Allegro's autoloading of COMMON-WINDOWS.

So I made it get turned off on allegro.  I'm attaching
a patch.
