Initial Comment:
This patches 2 definitions in
src/defsystem-3.x/defsystem.lisp.

The first part changes append-logical-pnames to account
for, for example, (merge-pathnames (pathname "base")
(pathname "clocc:src;ytools;")) => #P"base" on clisp.

The second part fixes preprocess-component-definition's
silent removal of defsystem options in
*component-form-slots* on all Lisps.
