Sam.  This argument has been loosing water since time immemorable.   
With th elevels of spam we have nowadays, subscribing to a mailing  
list is a mimumim and modicum reqauirement of responsability.

That'd be useful, but giving the current state of affairs, the  
easiest and right way to do this is to close the list to non-members.
