metering proposal

many functions in CLOCC/src/tools/metering/metering.lisp accept 3
optional parameters

                 (&optional (nested :exclusive)
                            (threshold 0.01)
                            (key :percent-time))

I want to make them keyword parameters to make it easier to add more
parameters like them to to simplify passing one of them but not the
others.

any objections?
