Loading of CLSQL-ODBC failed in Allegro CL

Hello, all!

I've found that

(asdf:operate 'asdf:load-op 'clsql-odbc)

fails in Allegro CL because of the SB-EXT package using in odbc-api.lisp.

I replaced the package to BABEL and it loaded for me.

I'm a newbee in CL, so maybe my fix is a wrong way, so please consider a
patch for this issue.
