Ok, the changes are official now.  To get a copy of the downloads, you
can do something like:

rsync -av rsync://common-lisp.net/project/cmucl/downloads

If you mirror the web pages, you need change it do

rsync -av rsync://common-lisp.net/pages/cmucl/cmucl-site/public/

I've tested these out and I get the desired files.
