Hmm.  The file should also say

[--- WORK IN PROGRESS ---]

so the 2008-05 is a step towards the 19f release.  The file holds a list 
of the relevant changes made so it doesn't get lost and so no one has to 
look over the entire change history to figure out what's changed.  (It 
doesn't list every change, though.  Just the ones that will likely 
interest a user.)
