Automatic closing of gitlab issues with references in comments

Dear clnet maintainers,

 According to this:

   https://about.gitlab.com/2016/03/08/gitlab-tutorial-its-all-connected/

a reference to an Issue, e.g.

   git commit -a -m"Fixes #154"

should automatically close said issue in the Issues list.  It doesn't seem
to be doing this currently in gitlab.common-lisp.net.

By the way, is there (or could we have) a Gitlab Issues project (with its
own Issues lilst) somewhere in the repository, so that we don't have to
track this sort of meta-issue through email?
