Basically every application you could also build with other tools like
Visual Studio or Delphi as long as they don't rely on functionality
bundled with the specific tool.

Yes, but you'll have to use the Win32 API directly. CormanLisp comes
with a couple of examples which show how this can be done. If you want
the added convenience of a nice Lisp-y GUI framework you'll have to
use Xanalys LispWorks or Allegro CL - both are more expensive, though.

For CormanLisp, you might want to check out Chris Double's "Mixwin"
library:

Yes., I think "Mixwin" also includes examples for this.

I don't know AutoCAD but if AutoCAD has a C interface you can
definitely do it - use CormanLisp's FLI capabilities.
