Well, it says that a conforming implementation may define the
meaning of potential numbers that are not actually numbers.

(2.3.1.1.2)

So I take that to mean it is currently legitimate to define the meaning of
potential number tokens as designating symbols.

That would certainly seem to be wise advice.
