This must be the new C runtime dll that comes with MS Visual C++ 7.0 
(.NET) I don't have XP or .nET currently installed to verify, but it 
must be redistributed with both (and no wonder it's not present on 
older systems). To be 100% sure about redistribution, read .NET 
license agreement, but I find it hard to believe MS would suddenly 
start placing redistribution restrictions on C runtime.
