need ideas to code 15 puzzle in lisp

hi 
i have to do 8 puzzle and 15 puzzle in lisp. i have done the 8 puzzle using manhattan distance....but i am having problems in doing the 15 puzzle...can anyone help me in this regard and guide me how to start working and make the strategy to solve the 15 puzzle...reply soon..
