Devel list created at sourceforge site

OK, a devel email list has been created at the sourceforge site.  If
you are interested in actively developing Garnet, you should subscribe
to the new list.  For users, the cmu list (this list) is preferred. 
Major news will be announced here as well as the devel list.  Note that
the devel list is not public - you need to be subscribed to use it.
