completer doesn't work with Emacs 21 on Windows

Is this a known issue or am I missing something?
When I require completer in Emacs 21.2.1 on Windows
XP, lots of things break... like Emacs.  E.g., I can't
kill buffers in the usual way (C-x k RET).
Am I the only one?  Is there a fix?

BTW: when I comment out the completer requirement,
everything seems to be fine.  But I want completer!!
